Today is day 38 of the shutdown. I was in Washington this week despite the House still being out of session. Republicans, who control the House, Senate, and White House, have finally started to negotiate with Democrats in the Senate to work out a deal to end the pain that Americans are feeling as a result of the shutdown. I suspect that this week’s election results helped my Republican colleagues understand that Americans are frustrated with them. 


In better news (at least for me) two of my closest friends in Congress, Mikie Sherrill and Abigail Spanberger, were elected to be Governors of New Jersey and Virginia, respectively. Every few weeks a group of my friends in Congress gets together for dinner, and over the past few months we’ve all been living these campaigns vicariously with Mikie and Abigail. I know they are caring and talented public servants whose leadership and passion will strengthen their great states.

Increasing Energy Supply

It’s clear Governors-elect Sherrill and Spanberger were given a mandate after laying out how Democrats are fighting President Trump’s attacks on clean energy and working to address the energy affordability crisis. 


Over the next few years, the U.S. could see a 15 percent rise in energy demand and an 18 percent rise in electricity costs. I care deeply about tackling climate change. I also care about doing the smart thing to meet energy demand, lower costs, and compete against China in energy innovation. That means building a lot more cheap, clean energy like wind, solar, and battery storage.   

  

Just this week, I spoke at the Americans for a Clean Energy Grid (ACEG) Grid Action dinner. I shared the work I'm doing to ensure American energy gets built fast and efficiently, without anyone putting their thumb on the scale.


In September, I introduced the Streamlining Powerlines Essential to Electric Demand (SPEED) and Reliability Act to accelerate the siting and permitting of critically needed electric transmission lines. The bill would ensure we don’t have to keep waiting years to build the power lines that will carry cheap, clean energy from where it’s produced to where it’s needed.   


Also in September, I led the Problem Solvers Caucus in introducing a bipartisan permitting reform framework that meets today’s environmental challenges and invests in an energy system / grid for this century. Any permitting reform legislation must also include language making it certain that the President cannot revoke permits or cancel projects he doesn’t like. I’m working with a broad coalition of key stakeholders and my colleagues to ensure this is part of any deal and will have more to share on that soon. 

 
 

Investing in Wildfire Prevention 

 
 

San Diegans know the danger that wildfires pose. But they are also huge drivers of electric rates! As wildfires increase in frequency and severity, the cost to prevent and rebuild after the damages increases too. Over the last five years, 40 percent of California’s electricity price increases have been due to wildfire-related costs borne by public utility companies and passed onto us. 


Electricity costs are just one reason we need the federal government to do a better job managing fire risk. Last year I tried to get ahead of this problem by introducing the bipartisan Fix Our Forests Act to expedite critical forest management projects and protect our communities on the frontlines of wildfires. The House passed this legislation in January, and the Senate Agriculture Committee passed it last month. Senator Padilla has championed this legislation because he understands that wildfires not only destroy our communities, but they make housing and insurance even more expensive – threatening prosperity in California. The full Senate will vote on the bill shortly and I look forward to it becoming law and helping us address the wildfire crisis and its many consequences.
