This week, the House passed five agencies’ full-year FY26 appropriations bills and a two-week continuing resolution that freezes funding through February 13 for the Department of Homeland Security (DHS). I voted for the funding package to avoid a painful government shutdown. Some of my colleagues believe that a shutdown could have been the strategy to leverage control over Immigration and Customs Enforcement (ICE). But I disagree. Rejecting this funding package would not have achieved our goal of reining in ICE. 


Read below for my thoughts and what I’m doing to address our ongoing challenges. 

 
 

We Must Rein in ICE 

 
 

ICE has become a militant organization in our communities that uses excessive force and scare tactics to rip families apart while operating under weak training standards with no accountability for their actions. We saw this in the cases of Renee Good and Alex Pretti, along with dozens of others who died in ICE custody in 2025. ICE cannot continue to operate in its current form. Secretary Noem must resign or be impeached for her commitment to depriving citizens of their constitutional rights and immigrants their basic humanity in service of a poorly executed and illegal immigration enforcement agenda. At minimum, we must reform the agency's tactics, training, and use-of-force rules.   


But let me be clear – shutting down unrelated parts of the government would not have taken their money away or resolved their lawlessness. President Trump and Congressional Republicans’ so-called “Big Beautiful Bill” - which I opposed -already funded ICE for the next four years, totaling over $170 billion. It would, however, have forced Americans who rely on the other five agencies included in the package – Labor-Health and Human Services, Transportation-Housing and Urban Development, Defense, Financial Services and General Government, and National Security, Department of State – to pay the price of another prolonged shutdown. That means thousands of federal employees furloughed or forced to work without pay, and millions of Americans forced to go without basic services they depend on.  

 
 

A Shutdown Helps No One 

 
 

Shutting down 75 percent of the federal government would be chaos. As we saw during the 43-day shutdown at the end of last year, hardworking Americans lose during a shutdown. Shutdowns are anti-worker. In San Diego alone, tens of thousands of workers missed paychecks, and critical government services ceased. San Diego is also a proud military service community. The hundreds of thousands of service members and federal workers in my district should never be used as collateral damage. 


A government shutdown is bad governing. Congress holds the power of the purse, and the American people deserve a responsible, results-driven approach. Shutdowns are simply a failure of Congress to do its job, work together, and fund the government. 

 
 

Funding Wins for San Diego  

 
 

The package included major wins for the country and for San Diego. It includes vital project requests I secured for homelessness programs, public safety, transit, and research at institutions like UCSD and Scripps. For the American people, it strengthens national defense, expands education programs, and bolsters public health programs.   


These projects reflect what I hear directly from local leaders and residents, ensuring San Diego remains a great place to live and work for decades to come. I will always work to bring home targeted federal funding that improves the quality of life for my constituents and delivers real, tangible benefits for San Diegans.

Two Weeks to Fix DHS 

 
 

Now we have until February 13 to negotiate a funding deal for DHS and I hope we will seize this opportunity to make drastic changes to ICE operations. My Stop Excessive Force in Immigration Act (HR 5973) sets a higher standard for DHS use of force, strictly limits harmful equipment like tear gas and flash bangs, requires agents to render medical aid, requires no masks and clear uniforms, sets higher training standards for agents, and mandates the use of always-on body cameras. My bill has 101 cosponsors and Senators Kelly and Gallego (both D-AZ) have introduced companion legislation in the Senate. I'm glad the list of demands Leader Schumer and Leader Jeffries sent to Speaker Johnson and Leader Thune relies heavily on several elements of my bill.


We will not be able to totally abolish ICE under President Trump. But we will work to make sure they operate like a real law enforcement agency, with accountability measures, stronger conduct standards, comprehensive training, and more. 

  

Republicans control Congress and the White House, but they need to work with Democrats on a DHS budget deal immediately because any deal will need Democratic votes in the Senate. I will work with my colleagues to negotiate a bipartisan DHS funding bill that makes much-needed reforms to ICE, improves community safety, and still allows agents to protect themselves and target genuine threats to national security.
